The VTOS scheme is administered through the DES and operated by VECs. VTOS offers an opportunity for adults to return to full-time education without losing their social welfare benefits. VTOS is offered through the Dún Laoghaire VEC FE Colleges. There are no fees charged for the course and books and materials are provided. Students must be at least 21 years of age and in receipt of a Social Welfare payment or signing for “credits” for at least six months. The VEC provides crèche and childcare support services for VTOS students.
Over the past three years VTOS applications have exceeded the number of places available. Those who are not successful are directed to their local Social Welfare Officer who administers the Back to Education Allowance (BTEA). Under the BTEA scheme a successful applicant is entitled to continued Social Welfare payments and may also be entitled to a once-off payment towards the cost of books and materials.
